The Hall of Souls Passing is location far removed from both the Outer Planes of the gods, and the Material Plane where most mortals dwell. The hall was where spirits flowed along the River of Souls before reaching the Gate of Souls. The god Chemosh was the only deity allowed to enter the hall, and he often would snare and claim souls within the hall, casting them into the Abyss. The neutral or good gods were able to bless souls only before entering the hall, otherwise the souls could be claimed by him.

The souls of the innocent or those who were wise enough were able to escape Chemosh and pass through the Gate of Souls however. On some occasions, souls were bound in chains, and these dark souls were handed over to whichever dark god enslaved them. All souls who passed through the hall were judged by Chemosh on how they had lived out their lives. An aspect of Chemosh always dwelt in the hall, seated upon a large throne and presiding over all that transpired within. Following the theft of the world by Takhisis, the line of souls within the hall vanished. However at the conclusion of the War of Souls, the soul of Takhisis was the first to enter, which was then claimed by the High God.
